Garlan, the eldest of 4 children, spent his childhood on a family farm in Scribner with his family. After graduating high school in 1938, he married Dorothy Mae Farnsworth on July 5, 1941, and proceeded to join the service. He and Dorothy moved to Ada, Oklahoma soon to have their first child, Barbara Lynn. Garlan spent 4 years in the service, leaving in 1942 and being honorably discharged. Upon his discharge Garlan, Dorothy and their baby moved to Fremont, where he would live the rest of his life. After moving to Fremont, Garlan soon went to work for the Fremont Department of Utilities as an Industrial Engineer until he retired. During that time he had his son, Thomas Garlan and four years later the youngest daughter Peggy Anne.

Garlan's first wife passed away in 1986. Later on, Garlan would meet Marian Johnson and they married on December 21, 1988. They were blessed to share the next 25 years of his life.
