He was born April 15, 1951 in Wisner, Nebraska to Alvin and Alma (Wollin) Otto. He grew up in Wisner, graduating from high school there. He attended the Norfolk Technical Community College in Norfolk, Nebraska.
His employment includes Dale Electronics in Norfolk and he was currently employed by DW Finepack (formerly Wilkinson Manufacturing) in Ft. Calhoun.
On April 20, 1979, he was married to Lisa Lucas. They have lived in Winslow the past 7 years, having moved form Valley.

2 sons – Nicolas and wife Connie Cautrell of Hoskins, Nebraska
